Judge:

“My greatest fear is that lack of fidelity to the Constitution will expose innocent people to the wrath of the government in ways that the founders could never have imagined.

“But I must tell you very very few Presidents and very very few Congresses from the first one to the present one have been utterly faithful to the Constitution…

“They make their Living by finding ways around it.”
