I don’t. The “National Infrastructure Protection Plan 2009” is an update of the 2006 DHS Doc that Fusion Centers used to create the Virginia Threat Assessment and MIAC (the Ron Paul Bumper Sticker Report). Again, this is the updated report.
This 2009 version is showing 2–19–2009 as last modification in the doc itself…
But… the DHS site says the page was last modified on 1–21–2010
